CAN YO ACTVATE CARDS RIGHT AFTER THE DAMAGE STEP

OK SAY THEY ATTACK ME FOR 3000 I LOSE3000 THEN ACTVATE THAT CARD THAT REMOVES ALL CARDS IN THE DECK AND GRAVE YARD FROM PLAY WHEN I LOSSE 3000 FROM ONE ATTACK OK CAN I ACTAVATE RING OF DESTRUSTION RIGHT AFTER I ACTVATE THAT CARD AND KILL THE MONSTER AND HAVE IT REMOVED FROM PLAY

First of all, the card is called Big Burn. Second of all, you can only activate it when somebody uses a card that brings back something in the grave. But I will tell you this, if they did attack you for 3000 or whatever they attacked you for, and you activated a card that did that then Ring, in would get removed. A chain works in reverse so what activates first will activate last if a chain happens.

Example: Say I activate Last Turn, then my opponent activates Solemn Judgement, and then I activate Solemn Judgement. The chain works in reverse so my Judgement will negate his so my Last Turn works.

no little guy you are wrong because he has to activate that card directly after taking the 3000 attack or more he would not be able to chain to it with ring because after rings effect took place it would be to late for that other cards effect to take place

Okay, let's fix this up a bit.

The card in question is "Inferno Tempest", not "Big Burn".

"Inferno Tempest" must be activated first. Then you can activate "Ring of Destruction". Because "Inferno Tempest" does nothing to the monster that attacked, both effects will resolve properly.
