If "UFO Turtle" is destroyed as a result of battle during your Battle Phase, you may attack with the monster you Special Summon with "UFO Turtle".

The same is true of a monster Special Summoned by "Last Will".

Or a more conventional card, "Call of the Haunted". Activating that during your Battle Phase will allow the Special Summoned monster to attack.

The only thing that would stop you from attacking is card effects. No game mechanic will prevent it.

During the Battle Phase, you can:

- Activate a Quick-Play Spell Card.
- Activate a Trap Card.
- Attack with a monster.
- Use Multi-Trigger Monster Effects (like "Injection Fairy Lily"'s).

You cannot:

- Activate any Spell Cards besides Quick-Plays.
- Normal Summon, Flip Summon, or Set monsters.
- Special Summon monsters with their own effects ("Chaos Sorcerer", etc.)
- Change the Battle Positions of monsters.
- Activate the effects of Continuous Spell Cards that were already face-up on the field.
