Ok, I think my blue HMPK just doesn't know what to do! The girl is all bared up and trying to flirting, but either my blue HMPK is gay or clueless.
He never made a bubblenest before, and he isn't make one now, he doesn't really do the flirting thing most males do in front of girls, and he just... kind of chills with the girl in the tank right now!

When I have males exhibiting putz like behavior, like your's I'll do these things.
Steal another males bubblenest, sometimes it makes the get a clue..
And introduce a rival.
Just as when you are carding them, I put the rival close to the spawning tank.. right by the stolen bubblenest, and card them, and uncard then for a couple minutes, every hour or so.
I also try to make sure is it a smaller male, just so the clueless one doesn't punk out.
I did this with my male Half Dragon, when it was a young putz in training, and within days, he sprouted some serious manly finnage, AND bred his girl.
Of course he munchd, but that wasn't the point..
I even have before and after pics, and you would never know they ere tken within a week of each other.

Anyways, the problem before was DUH, I forgot I took the heater out and the temperature was too low for spawning.

I had to bring in another male's bubblenest because I think this guy really don't know how to make bubblenest though!

I never see which blue hmpk you got it from. Sometimes you might need to put two males and a female in the tank. You need to stimulating him to flare. Make him win then he will started to breed with the female. He would know what to do next when it spawn. Sometimes male don't make bubble until the last minutes. Will this help you Haeun? ;)

I've even occasionally transplanted bubble nest from another male. Worked too.

I did already. I got my best expert bubblenest maker to make a huuuuuuge 3D nest in the tank, and then took him out and put Mr. Capon in. <_< It just slowly started disintegrating over the next 24 hrs and its a pathetic wad now.

Yeevs, I'm pretty sure girl is very eager to breed. Her breeding tube very prominent and she had vertical bars before.
The male is too aggressive and want to fight her. The girl gets horizontal scared bars now as soon as I put her with the blue HMPK male. ARRRGHHHHHHHHHHH~!

I've had ditzy males like that too Haeun. The female was all ready and they'd keep chasing her away still. I've just stopped the spawning and given the male more time to mature. Works sometimes, sometimes they never get a clue.

I have a male that knows the ropes, been bred many time, he just refuses to spawn with this one female.
He chases her to the nest, chases her away from the nest..
Poor thing.
SHE wants to breed, but he doesn't like light bodied females... I haven't give up on that pairing..
YET.
