COPPA is the Children's Online Privacy Protection Act.
If you operate a commercial Web site or an online service directed to children under 13 that collects personal information from children or if you operate a general audience Web site and have actual knowledge that you are collecting personal information from children, you must comply with the Children's Online Privacy Protection Act.
The website operator (ie, I would presume Christy in this case) must must include in a privacy policy, when and how to seek verifiable consent from a parent or guardian, and what responsibilities an operator has to protect children's privacy and safety online including restrictions on the marketing to those under 13.
The long and short of it is that Christy, as the operator of this forum, technically is required by law to obtain parental consent from anyone who is under the age of 13 to be on this site.
In September 2006, the website Xanga was fined $1 million for COPPA violations, just to put into perspective the seriousness of this legislation.

Well...yes. At least, ideally. Or, Christy can contact her parents and request a permission form stating that they agree that the board cannot be held liable for the posts on it. Clearly, I don't moderate the board but...I really think that it would be appropriate to comply.

I'd hate to see anything happen because a kid is on this board. She's not really ready for a board like this. I remember what I was like at that age many, many years ago. She's a sweet kid, but, speaking for myself, I don't feel comfortable with a kid here.

Or at the very lease, her signature SHOULD be edited since there is a TON of personal information that is posted. I'm sure her parents wouldn't be thrilled about that.

Actually, the board can be held liable for it...it's the responsibility of the website manager to make sure they are in compliance. I don't know that I fully agree with the politics behind that one, but that's the way it is.
