It's called an Osprey V22 tilt-rotor aircraft...

The blades ARE moving, of course, but they appear to stand still when the rotation speed matches the refresh rate of the video camera. Sort of like a strobe tachometer works. (It also makes the wheels of cars and wagons in movies stand still or reverse directions.)

The same Chinook helicopter breakup is shown from two different cameras, 90° apart...
