I saw that flying dutchman, but thought I would go on a limb to see if I could get a clue and it dose look like one of the osprey but, I personaly didnt know but thought it was maybe a prototype of one. Oh well, I'll keep searchin

Well that took longer than usual, but how about the Kamov Ka-22 Vintokryl (Russian for "screw-wing"), also known by NATO as the "Hoop." Built for the Soviet Union during the cold war, the program was canceled in 1964 following two crashes of unknown causes.
And somehow it had a max speed of 233 mph.
