Looks like some kind of McCormick-Romme Umbrellaplane to me. Fortunately, one of its designers Chance Vought came up with some better designs later in life.

I was not given an oportunity, Mike had already posted the winning guess before I was made aware that a new contest had begun. Clearly I would have beaten Mike to the Answer had I had equall oportunity.

I agree with Steve, I too was not made aware of the contest until after it was over. However I disagree with his notion that he would have won, for there is no way he could beat me to the answer.
