Ok, this is for clarity and structure. First we'll discuss and vote on the rules of owning a territory, and then we'll move on to another aspect. ONE AT A TIME. The last thing we want is five threads about rules full of Scrooge talking about rimjobs.
Here we go:

A DWB NWA Territory consists of a grouping of states in which the player's game takes place.
Each person playing a territory is given a spot on the DWB NWA Committee. The NWA Committee is responsible for the selection of NWA World Champions and for matters concerning several territories, including the expansion of the DWB NWA.
Each Territory starts with a weekly Televised Show (NWA Saturday Night) airing Saturday nights on TBS in the early evening timeslot. These shows are posted weekly, in REAL TIME* in a thread devoted to the current week's shows.
Each Territory will also feature one "Event" per month. This "Event" is a large show of Pay Per View caliber, posted in a monthly "Event" thread in GAME TIME.
Anyone wishing to start a DWB NWA Territory must first decide on the location of their territory. After choosing the location, they must petition the NWA Committee, who will then decide whether or not to grant them a territory in the DWB NWA.
*Real time meaning the week the show is supposed to air. Since we have one show a week in the game, that means post one show a week here.

Ok, I know I've already posted these in another thread, but I want to see if there is any suggestions or issues anyone has with them. I've got some rules on NWA World Champions, but we'll discuss that when we settled this.

Ok, I'll make sure and explain that better. Real time means the week the show is supposed to air. Since we have one show a week in the game, that means post one show a week here.

We're still nine below what the game considers profienct wrestlers for the promotion. I think we should draft up nine more people, just to appease the system.
We'd have to do this when we reached global, as well.

Hold on though, like Swiggy said, lets stay on point with one rule (or group of) at a time. We did address that in another thread, and I think the number is good until we see proof that it isn't (as in a TV Email saying people are looking down on us for our roster size). I think the number is great, as it makes you work hard to get your show together and use your names, but doesn't allow you to just hole up a ton of talent. But like I said, we will move on to that in good time.

First off, I just had the realization that I gave myself the EARLY evening timeslot, and not the late. Anyone have a quick fix for me that doesn't include a reload? Swigg, I know you said you had the wrong network, so maybe you can help.
I'd say the only clarification is on the REAL TIME, again. When does a week start and end? And we will have one thread per week, correct? I think it would nice to post it as close to _______ (pick a day) as possible, just for organization purposes.
As for the "Large Event". I think we're all in agreement that this isn't a PPV, but is indeed a "Large Event". Therefore, we won't be getting TV Ratings for it, but can "sell it on DVD" as Rowe brilliantly suggested. Just making sure we're all on the same page here that this is NOT a ppv. And also, one a month is the rule, on any day of the week that you choose, correct?

Okay, upon further review, it appears we all took "Late Evening" to mean Early Evening. I've seen Plague, Rowe, and DK all hype their shows at 6:05. My show was in the early evening ,and smKelly has told me his is as well.
So Swigg, either that post above is a misprint, or we all just kind of assumed if we were going to TBS, it had to be in the Early Evening on Saturday Nights. So I take it we are ALL at Early Evening, and thats the way we want it?

You can use the Arsenic Editor to change the time of your show, just use the "television" editor.
But I switched mine to early evening, and is the asterisk effective enough in explaining the "real time" issue?
EDIT: I changed late to early evening.

I'd say the asterisk needs work. As I asked, when does a week start and end? Why don't we make a 2-3 day period in which the show should go up. Something like that to keep them all grouped effectively in the new folder.
Or just say no posting until the new folder is created, and then create it on Wednesday or something like that.

And I'd say we should address rules that deal with the very current rather than World Champions. That can be put off for a bit. Rosters seems like a priority that we're having a bit of debate on right now.

Really what we should all do is pile into another AOL Chat (since it was so exciting the first time) and hash out any and all rule concerns someone may have.
Oh, and Scrooge wouldn't be allowed into this chat, for the purpose of trimming it under 4 hours this time.
But really, it would help alot. Messageboard format just doesn't get you very far when discussing problems and potential changes. And most of the people in the league didn't comment on it anyway.
