No doubt the fact Rotundo never main evented will give him a lot of no's, but for a career midcarder, his list of accomplishments is very good (although it would've helped if he had some singles gold in the WWF), he had a a great amatuer background, and he managed to make a silly gimmick like I.R.S. work for over 4 years despite the one-note-joke.
Also I forgot to mention that the titles he did hold were back when they were more than props, and his TV Title reign from 1988 was pretty impressive, culminating with a great feud with recently turned Rick Steiner. The tag titles in 1985 were considered main event levels and were usually the 2nd highest billed matches, unless they stacked a Piper and Hogan feud onto the same card.

A career mid-carder for the most part but I voted yes. Probably one of the top 10 U.S. performers in the late 80s. All he was lacking was an over finisher which would've made him a legend to this day.
He gets a yes vote for several reasons. He was the part of a successful stable in the Varsity Club. Held the NWA Television Title when that actually meant something and a 5 time WWF Tag Team Champion when that mattered. Also a part of a very popular tag team in Money Inc. Also the co-winner of the 2000 Real World Tag League with Steve Williams.
Good matches throughout his career and accomplishing as much as a mid-carder for life can gets a yes from me.

Madusa was never good looking and had a big nose, Richter was hot (for her time frame and for ladies wrestlers). Madusa was primarily a blonde in her career, Richter a brunette. Madusa became well known in the early-mid 90's. Richter in the early-mid 80's. Richter might've drawn money. Madusa didn't.

Anyway........I voted no for Rotundo. I actually think that he was underrated and he certainly was a career midcarder. He held a decent amount of titles and had a somewhat successful run in Japan too. But his lack of main eventing or even being a major wrestler in a territory hurt the fact that he'd get in. Basically what I'm trying to say is that he was a fine wrestler but not quite good enough to be HOF caliber.

Oh come on, the "they weren't main eventers" excuse really gets boring after a while. I can understand it in cases like Eddie Gilbert, who had very little runs in any major promotion to begin with (let alone anything memorable), but Rotundo hung around the big time for years, more often than not in a decent sized role.
For his first WWF run with Barry Windham, they were drawing pretty big crowds for the USA vs. Evil Foreigners feud, and were one of the best tag teams of the time.
During his first NWA run, the only downtime of his career was in between the disbanding of the Varsity Club and becoming Michael WallStreet. Behind the Horsemen, the Varsity Club were probably the most over heels in the company, and it lead to the fave turn of Rick and debut of Scott Steiner.
His second run in the WWF as I.R.S. was usually pretty busy until his final days after the Undertaker feud, where he randomly appeared to do token jobs. I'm surprised he didn't get an IC Title reign during '94, but Diesel somehow got over, so thems the breaks I guess.
From there (1996), his career dropped off with minimal appearences on big shows as VK WallStreet in WCW, but he worked fairly well over in Japan for the latter part of his career, and as MD pointed out, won the Real World Tag League with Steve Williams, which is a pretty big accomplishment I thought.
Rotundo's positives (good wrestling, successful feuds in tag and singles competition, and being one of the most over heels in north american wrestling from 1987-1992*) outweighs his lack of main event runs (a.k.a zero).
Sure, those last couple of years it was cheap heat with the I.R.S. gimmick, and the fact business was really fucking down with everyone, but it still counts, but as the arrogant prick of the Varsity Club, who didn't want to see him have his face used as a mop by the babyfaces of the time?

Plus, as much as I didn't mind IRS..............it was a cartoon gimmick. He was never more than jobber fodder in the WWF as IRS except for when he was teaming with Dibiase. As Mike Rotundo, look at the WWF Tag Title run he had with Windham.

They regained the Tag Titles from Shiek and Volkoff on 6/17/85... then lost them to the Dream Team on 8/24/85. So The US Express were actually two-time champs. And, heh... Chris Benoit's hero never held the Tag Titles twice :)

Rotundo was a good tag team wrestler and a solid wrestler, but I'm not certain which way I'll vote. He wasn't a major influence in wrestling; but then again, I like Rotundo as a shameless mark like Scrooge for the guy, and is fairly underrated.
Honestly, Adonis would be an easy pick into DWB HoF than Rotundo, in my opinion.
