You can deduce the free float from the company annual report the pdf versions are usually available from the SGX website. Look for the section on shareholdings and there is a paragrapgh that says something like on a certain date x% are held by the pulic. I can't remember the exact phrasing.
Then you have to factor in the split/bonus/rights/placing etc after that date.
